The German-born Dooley had represented the United States from 1992 to 1999, and has signed a year’s contract with the PFF.
He played at two World Cups for the US (1994 and 1998, where he captained the team) but his only prior coaching experience was with German lower league side 1. FC Saarbrücken.
His first assignment will be for the Philippines’ campaign at the AFC Challenge Cup in May.
“I’m excited with the task ahead,” said Dooley.
“The goal is to win the Challenge Cup. It will be difficult but we need to deal with the circumstances.”
